Designing for Uncertainty
On 12 November 2026, the ICDE Oceania leads will meet at the University of the South Pacific in Suva, Fiji, for a workshop focused on regional collaboration and impact.
The workshop will explore low-bandwidth and mobile-first learning, inclusive instructional design, and sector capability building.

Advocacy Paper on Online Networked Learning
Published by ICDE partner Flexible Learning Association NZ (FLANZ) through the Oceania Task Force, the paper explores how online networked learning can help address systemic gaps and expand equitable access to education, particularly for learners in rural and underserved communities.
Drawing on insights from the ICDE Education Policy Forum 2025, it demonstrates how global advocacy and dialogue can translate into national policy action and contribute to stronger, more inclusive education systems.
About the task force
The task force is co-led by the University of the South Pacific (USP) and Edith Cowan University (ECU).
USP serves a region of extraordinary physical, social and economic diversity, meeting its need for high-quality tertiary education, research and policy. Beyond being a tertiary institution, USP also serves as an organisation for regional cooperation and integration.
ECU brings a strong Australian perspective to the task force. Together, they combine regional reach with national expertise to guide the task force’s work across Australia, New Zealand and the Pacific.
TASK FORCE ACTIONS 2026
Regional resources
Advocacy is most impactful when it is grounded in local realities. The Oceania Task Force has contextualised ICDE’s purpose statement and its principles of inclusivity, scalability, and sustainability to address the challenges and opportunities facing New Zealand, Australia, and the Pacific region.
This overview highlights the key issues identified by the task force, from young tertiary systems and the absence of a regional accrediting body to the need for content that remains accessible without connectivity or after natural disasters.
