ENCORE+

The European Network for Catalysing Open Resources in Education (ENCORE+) was a three-year Erasmus+ Knowledge Alliance project, conducted from January 2021 to December 2023 and coordinated by the International Council for Open and Distance Education (ICDE).

The project brought together nine partners from higher education and business to strengthen the role of Open Educational Resources (OER) as a driver for innovation, collaboration, and lifelong learning across Europe.  

Project Objectivies

ENCORE+ aimed to support the uptake, development, and sustainable use of OER by helping to build a more connected European OER ecosystem. The project focused on key themes including: 

OER policy and practice

Quality assurance and trust in OER

Emerging technologies and repositories

Innovation and business models

Collaboration between higher education and industry

Through research, community-building activities, network events, workshops, and publications, ENCORE+ connected educators, researchers, policymakers, and business stakeholders to share knowledge and develop practical approaches for advancing openness in education. During the project, the ENCORE+ network grew into a vibrant community of hundreds of stakeholders engaged in open education across Europe and beyond.  

The project concluded in December 2023. In 2024, the European Commission approved the final project report, highlighting ENCORE+’s contribution to the modernisation of higher education, innovation capacity, OER adoption, and policy development at local, national, and European levels. 

Project Legacy

The work of ENCORE+ continues to inform ICDE’s activities in open education, including the development of communities of practice, research on open educational resources, and international collaboration supporting more inclusive, scalable, and sustainable education systems. Project reports, research outputs, and resources remain available through the ENCORE+ website.
