Summary

The Dubai Declaration on Open Educational Resources (OER) is the result of a comprehensive and collaborative process to advance the implementation of the UNESCO 2019 Recommendation on OER.

The Declaration was formally adopted on 20 November 2024, during the 3rd UNESCO World OER Congress, “Digital Public Goods: Open Solutions and AI for Inclusive Access to Knowledge“.

The Declaration provides recommendations under the topics of:

  • Capacity-building
  • Policy
  • Ensuring inclusive and equitable access to quality OER
  • Sustainability models for OER
  • International cooperation
