ICDE is pleased to announce that the Indonesian Minister of Education, Muhammad Nuh, will be joined by Senior Policy Advisor
at the United States Department of Education, Hal Plotkin in the opening plenary of the 24th ICDE World Conference in Bali,
Indonesia, 2-5 October. Muhammad Nuh and Hal Plotkin will hold the opening keynote presentations on ODL and Human Capacity
Building.
Muhammad Nuh and Hal Plotkin will offer corresponding local and international perspectives on the theme of the conference,
Expanding horizons – new approaches to open and distance learning (ODL).
Keynotes speakers on ODL and Human Capacity Building
Muhammed Nuh started his career as a Professor at the Technology Institute of Surabaya (ITS) in 1984. He was later appointed Director of the Electronic Engineering at the Polytechnic School of Surabaya (PENS), ITS.
Thanks to his sound leadership, PENS became and has remained a trusted partner of the Japan Industrial Cooperation Agency
since 1990. In early 2003, Prof. Dr. Ir. Nuh was appointed President of ITS, making him the youngest President in the history
of the institute. He is the author of a book entitled, Strategies and Policy Directions on the Use of Information and Communication

Hal Plotkin is Senior Policy Advisor in the Office of the Under Secretary of Education (OUS), United States Department of Education.
The OUS has responsibility for all U.S. federal higher education policies and programs. At the Department of Education, Mr.
Plotkin is responsible for providing advice and leadership aimed at accomplishing President Obama’s graduation goal, which
is designed to ensure that the United States will once again have the best prepared, most highly educated workforce in the
world by 2020.
Prior to his appointment to the Obama administration, Mr. Plotkin was a trustee and board president at the Foothill-De Anza
Community College District, California, where he shared governance responsibility for two community colleges with a combined
enrollment of approximately 45,000 students. Mr. Plotkin is an internationally recognized leader in the field of Open Educational
Resources, wrote the first article ever published about Creative Commons, and is the author of “Free to Learn” a widely cited

Open Educational Resources and ODL in a Changing World
Keynote presentations on the subthemes Open Educational Resources and ODL in a Changing World will also feature during the
conference. Speakers include Duk Hoon Kwak, President and CEO of Educational Broadcasting System (EBS), Korea; Rory McGreal, Associate Vice-President Research, Athabasca University, Canada; Gráinne Conole, Head of e-Learning at the University of Leicester, UK; and Lawrence Lessig, lawyer, activist and founder of Creative Commons, USA.

Registration remains open on the conference website with fees starting at USD 400. The fee includes coffee breaks, lunches, both the welcome and gala dinners, and complementary
tours on 5 October subject to availability.
